<br />To: Rick Jopke <br />From: Douglas strong <br />Re: Planning File #2231 <br />Date: March 19, 1991 <br /> <br />This file deals with a: Special Use Permit and Variance to Zoning <br />Ordinance at 2931 Partridge Road. The engineering staff has reviewed <br />this proposal and has the following recommendations: <br /> <br />1. The concrete curb and gutter have to be cut for the new driveways <br />into the proposed site. This must be done as per City of <br />Roseville Standards. The closing of the existing opening must <br />also be done as per city standards. <br /> <br />2. The proposed new building is located within a city watermain <br />easement. The proposal is to relocate the watermain westerly <br />into an N.S.P. existing easement. Approval from N.S.P. would <br />is required to do this. The city will not give up any of it's <br />right in the relocation of the watermain. <br /> <br />3. The landscaping plans show a tree to be planted in the city <br />right-of-way. To date this is not permitted. The plans also <br />show a tree being planted in the watermain easement. ·This is <br />also not permitted. <br /> <br />4. The plans show a proposed storm sewer being constructed north <br />along an existing 15 foot utility easement. The placement of <br />the pipe would require working outside of the easement limits <br />which would require that property owners approval. There is <br />existing landscaping on that property that would have to be <br />removed to do this. The maintenance of the new storm sewer <br />line would be the property owners. A study would have to be <br />done to show that if this proposed storm sewer is placed in <br />the 15 foot utility easement that it will not impede any <br />maintenance work on the city's utility. <br /> <br />5. The feasibility of constructing the new storm sewer westerly <br />under Minnesota Transfer Railroad should be looked at. An <br />easement fro~ them would be required to do this. <br />
