4.0 BACKGROUND <br />4.1 The properties, located in Planning District 11, share the Comprehensive Plan land use <br />designation of Industrial (I), and the corresponding zoning classif'ication of Industrial (I) <br />District. <br />�� 42 Horton Incorporated owns the northern parcel and Minnehaha Bus Company owns the <br />�� southern parceL They desire to relocate a shared property boundary to incorporate the <br />� rear portion of the Minnehaha parcel with the Horton parcel before this land area is sold <br />1� to Horton after the approval of the proposed RECOMBnvAT1oN �NOx sus�ivlsloN. <br />�� Attachment A indicates the existing Horton parcel boundary in red whereas Attachment <br />2 B indicates the proposed acquisition and parcel area. <br />2 43 <br />L <br />2 <br />� <br />�: <br />2 <br />2 5.0 <br />� 5.1 <br />A�NOR suB�IVIS1oN application has been submitted in lieu of the preliminary plat/final <br />plat process because § 1104.04B (Recombination) of the City Code establishes the <br />recombination process to simplify those subdivisions which seek "to divide one recorded <br />lot or parcel in order to permit the adding of a parcel of land to an abutting lot...[in such a <br />way that will] not cause any portion of the existing lots or parcels to be in violation of <br />this regulation or the zoning code." The current proposal meets these criteria. <br />REVIEW OF PROPOSED MINOR SUBDIVISION <br />There are no minimum lot size or area requirements for industrially zoned property. <br />2 52 City Code § 1103.04 (Easements) requires a 12-foot-wide drainage and utility easement <br />� centered on the new, common property boundary. <br />� 53 In reviewing the application, comments from Roseville's Development Review <br />� Committee (DRC) were primarily from Public Warks Department staff; their main <br />� comments were as follows: <br />.� a. Standard drainage and utility easements should be dedicated. <br />� 5.4 According to the procedure established in § 1104.04B, if a 1vinvox sUS�IVIS1oN <br />e application is approved, a survey of the approved parcels, the new legal descriptions, and <br />� any necessary Quit Claim or Warranty deeds must be submitted within 30 days for <br />v administrative review to verify consistency with the City Council's approval; then the <br />�. required easements must be prepared, and the easements and legal descriptions must be <br />� filed by the applicant with the Ramsey County Recorder. <br />L 6.0 RECOMMENDATION <br />�� Based on the comments and findings outlined in Sections 4— 5 of this report, Planning <br />�-� Division staff recommends approval of the proposed RECOMBnvAT1oN �NOR <br />�� sUB�IVIS1oN, with the following conditions: <br />� a. drainage and utility easements shall be dedicated as illustrated on the site plan <br />�-� reviewed with this application; and <br />� 7.0 SUGGESTED ACTION <br />< By motion, approve the proposed xECOMS�NAT�oN M�NOx susn�v�s�oN at 2565 and <br />�� 2507 Walnut Street based on the comments and findings of Sections 4— 5 and the <br />recommendation and conditions of Section 6 of this report. <br />Prepared by: City Planner Thomas Paschke <br />651-792-7073 � thomas.paschke@ci.roseville.mn.us <br />Attachments: A: Existing parcel B: Proposed parcel <br />PF14-011 RCA 050514.doc <br />Page 2 of 2 <br />
