Department Approval <br />.�- <br />Item Description: <br />BACKGROUND <br />��� �' <br />� <br />REQUEST FOR COUNCIL ACTION <br />Award Bid For 2014 Sealcoat Contract <br />Date: OS/OS/2014 <br />Item No.: 7.f <br />City Manager Approval <br />��.-�>-�-- <br />As part of Roseville's pavement management program, approximately 12 to 15 miles of City <br />� streets are seal coated annually. The primary reason to seal coat an asphalt pavement is to protect <br />� the pavement from the deteriorating effects of sun and water. When an asphalt pavement is <br />exposed to sun, wind and water, the asphalt hardens and oxidizes. This causes the pavement to <br />become more brittle. As a result, the pavement will crack because it is unable to bend and flex <br />�� when exposed to traffic and temperature changes. A seal coat slows this process by providing a <br />new film of asphalt which not only slows down the oxidation process but also helps the pavement <br />to shed water preventing it from entering the base material and creating pot holes. This is a <br />�� proven maintenance practice that will help extend the life of the pavement and protect the City's <br />� � investment. <br />�.� In 2012 the city began contracting this wark due to the high cost of replacing the specialized <br />�: equipment. This contract is a public/private partnership where the contractor performs the <br />�� sealcoat application and the City performed the preparation wark and post sealing sweeping. <br />� Having a contractor complete some of the wark allows staff resources to be redirected to other <br />� �: unmet maintenance needs. <br />��� Staff advertised for bids in March and bids were opened on April 17, 2014 <br />� Discussion of Bids <br />�� Two bids were received, which were the same two contractors that submitted bids last year. <br />Allied Blacktop $290,350.00 <br />Pearson Brothers, Inc. $253,850.00 <br />POLICY OBJECTIVE <br />2,� It is the City of Roseville's policy to implement street maintenance strategies that provide the best <br />2:� long term value and protect the City's pavement investment. Based on past practice, the Ciry <br />� Council has awarded contracts to the lowest responsible bidder. In this case the lowest bidder is <br />Pearson Brothers, Inc, of Hanover, Minnesota. <br />FINANCIAL IMPACTS <br />2�� This program is budgeted in the Street Maintenance budget. The bid was higher than the budgeted <br />��� amount for this program, which was $220,000. The project specif'ications allow the City to add or <br />remove roadway segments to remain within budget or to take advantage of a favorable unit price. <br />Page 1 of 2 <br />
