Re: May 8, 2014, Commission Agenda Item on Commission Review & Advice on
Pending Council Ordinance on Uniform Standards for Commissions
Authority: City Code 208.04, the ordinance establishing the Community Engagement Commission,
includes in that Commission's scope or purpose the following charge:
The City Council has created the Community Engagement Commission to serve in an advisory
capacity regarding the effective and meaningful involvement of Roseville residents in their
community. The Commission shall make recommendations, review policies, and suggest strategies
that will help to improve City communication and increase a sense of community.
Background: The City Council will soon be considering an ordinance applying uniform standards for city
commissions. Issues such as attendance and standard procedures may be included in this ordinance.
The Civic Engagement Task Force Report included several recommendations on this issue. They are
found in Section 1(Integrate Citizens Engagement into City Hall Culture) and Section 2(Increase
Effective Public Participation in City Council and Commissions).
During the Commission's April 14`h joint meeting with the City Council the issue was also raised by
Council member Bob Willmus (lines 95 to 98 of Summary of Comments also included in your meeting
packet).
Purpose: In order to provide timely advice to the Council when they consider this issue, the
Commission's agenda includes a review of these two section in the Task Force Report and, under New
Business, an opportunity for the Commission to review, revise, and adopt those recommendations.
Meeting Items in Commission Packet: Attached is a compilation of the Task Force Recommendations
on this issue for your review and consideration at our May 8th meeting. I have highlighted items which I
consider of special relevance to Roseville commissions.
Added Recommendation: In response to Council member Willmus' comments I will recommend that we
consider adding a recommendation for the Council's consideration, such as follows:
Commission members' individual contact information should we included on a Commission's web
page and any general printed information describing the Commission, such as brochures.
C]:i
Individual contact information for Commission chair and vice-chair should be included on a
Commission's web site and any general printed information describing a Commission, such as
brochures.
Submitted by Gary Grefenberg, Commission Member
Items of Relevance to Uniform Standards for City Commissions
