Dale <br />Roseville, Minnesota <br /> <br />NARRA TIVE <br /> <br />The church site is approximately 216,000 square feet, or 4.96 acres. The <br />existing structure houses a church and school. The proposed addition will <br />provide an expanded worship area, along with circulation and other <br />support functions. The seating capacity of the new worship space shall be <br />340 persons, requiring a parking capacity of 98 cars (1 per 3.S seats). The <br />existing paved lot holds approximately 62 cars, as indicated on the site <br />drawing. The north parking lot is currently a gravel surface, and this <br />proposal would include the improvement of that lot by adding bituminous <br />paving and concrete curbing. The total parking capacity, with both lots <br />paved as shown, will be 108 cars. <br /> <br />The variance being requested is necessitated by the construction of a new <br />Lovell A venue road extension along the north property line of the church <br />site. By creating a "corner lot", the setback required by the zoning <br />ordinance is increased to thirty feet (30'0"). The proposed variance would <br />be to decrease this setback to ten feet (10'0") as shown. <br /> <br />In order to accomodate the new thirty foot (30'0") setback, the lot would <br />have to be relocated to the south, which would require demolition of the <br />existing sidewalk, removal of several mature trees and relocation of the <br />existing playground. <br /> <br />Currently, the property drains overland to the south and east. The <br />proposed parking lot will continue to drain to the east, but runoff will be <br />directed to a new storm sewer catch basin at the east end of the paved <br />area and through a new storm sewer connection to the main in Lovell <br />Avenue. The engineers for the Concordia Meadows Housing project have <br />anticipated this additional runoff and have indicated a stub for the <br />church's use. <br /> <br />In the future, the Owner plans to handle their trash internally. Two (2) <br />small, rolling containers will be stored within the building. No external <br />storage is anticipated. <br />
