The field of bidders included Stantec, a consulting contractor for your city. <br />Unlike the other bidders, Stantec had a significant advantage based on its <br />familiarity with the sites. The RI1P" was requested at a time when there was <br />heavy snow cover, raking it difficult for other bidders to inventory the sites <br />and submit good proposals. For this reason and other capability related issues, <br />it is our belief that Stailiec should have been excluded from bidding. <br />3. There is a limited opportunity for the bidders to have access to information. It <br />is extremely'challenging 'to reconcile the bidding process without information <br />about the bids.' What were the scores' How long were the interviews? Is <br />there reason to challenge? With a public bid this information needs to be <br />made available before the contract is awarded. Once that is done, it is too late <br />and a legal challenge becomes the only option available. Contractors mane a <br />substantial investment in bidding, deserve to see the information, and should <br />not be forced to challenge legally. <br />In closing, I would simply like to say that Roseville undoubtedly has some excellent <br />native plant communities. Like most urban remnants, they need management now and <br />will into the future or they will be lost.
