A~S~

REQUEST FOR COUNCIL ACTION

DATE: 01-27-92
ITEM NO.: C. ~ 3

Department Approval:

Manager Reviewed:

Agenda section:

ß

~

Hearings

Item Description:

Michael Platt/Fuddruckers request for a sign
height variance at 2740 Snelling Avenue
North.

Background:

1. Michael Platt/Fuddruckers originally requested a variance to
sign height, sigh size, and sign setback to allow a sign
which would be visible over the top of the Investor's Savings
Bank Building at the corner of Snelling and County Road C.
The applicant has subsequently revised his request such that
only the minimum amount of additional height is being
requested to make the sign visible over the top of Investor's
Savings. No setback or size variance is now being
requested.

2. The City Council has continued consideration of this matter
until January 27, 1992 to allow other alternatives to be
explored with City staff.

3. City staff has discussed with the State right-of-way
engineer, the possibility of either constructing a sign on
the triangular piece of State land north of the Slumberland
store or on State right-of-way or City land south of County
Road C. The right-of-way engineer indicated that in both
cases, we would be talking about an off premise sign which is
not permitted by State regulations. The only· possibility
might be a small" directional type sign south of County Road C
which would say restaurants with an arrow to the right. Mr.
Platt indicated that this sign would not help him because he
needs to have his restaurant specifically named on the sign.

4. Ci ty staff also completed a more detailed analysis of the
sign possibilities on the triangular piece of land north of
Slumberland and determined that any useful sign on that
parcel would require a variance to setback requirements
because of the small size of the parcel. Therefore, it is
staff"s conclusion that the variance request with the least
impact would be the variance being requested by Mr. Platt.

5. The Roseville Planning Commission, on a 4-2 vote, recommended
approval of Michael Platt/Fuddruckers request for a sign
height variance at 2740 Snelling Avenue North subject to the
