BACKGROUND <br /> <br />Fuddruckers is located on the Snelling Avenue frontage road in the <br />northeast quadrant of Snelling and County Road C. When the <br />restaurant was built, the land south and west of the frontage road <br />was still vacant MnDOT right-of-way, reserved for a potential <br />interchange, and being public right-of-way, the owners of <br />Fuddruckers had reason to believe it would stay vacant. Their <br />pylon sign was visible from both Snelling and County Road C. <br /> <br />Since that time, however, the vacant right-of-way has been turned <br />back to private use and several businesses have been built there: <br />Slumberland, Investors Savings, Olive Garden, and Roseville <br />Community Bank. The Slumberland and Investors buildings block <br />visibility of the existing pylon sign and the applicant is <br />requesting a variance to the sign ordinance to allow a new sign to <br />be erected that can be seen from Snelling and County Road Cover <br />these buildings. <br /> <br />This request was before the Planning Commission at the September <br />meeting, at which time it was continued pending consideration of <br />revisions to the sign ordinance. A suggestion made at the <br />Planning commission, and followed up by Councilman Maschka in a <br />memo to the community Development staff, was to talk to all the <br />affected property owners in this area to see if a solution to this <br />visibility problem, such as common signage, might be developed. A <br />letter was sent to each of the businesses in the area, followed up <br />with a phone call. This survey found little interest in common <br />signage, particularly if it means that businesses would be <br />required to give up the signage they currently have. The results <br />are summarized in the attached memo from Rick Jopke to craig <br />Waldron. <br />
