<br />ROSEVILLE PARKS AND RECREATION <br />CDBG GRANT APPLICATION <br /> <br />ATTACHMENT "A" <br /> <br />DESCRIPTION OF PROJECT <br /> <br />The Roseville Parks and Recreation Department is seeking funds to <br />install playground equipment as well safety and accessible surfaces <br />for two children's play areas that will provide easy and independent <br />access for physically handicapped children thereby achieving <br />integration of the handicapped and non-handicapped individuals. <br /> <br />The children's play areas in this proposal are each located in heavily <br />used areas of Roseville's Central Park. The first area is located in <br />the Marie Slawik section of Central Park and was constructed in 1983. <br />This space contains specifically designed play apparatus that <br />integrates experiences for able bodied and physically challenged <br />children, that includes ramps, decks, slides, upper arm climbing <br />apparatus and diggers. This apparatus is designed for use by children <br />in wheelchairs, on crutches or those that are physically non-disabled. <br />The play area is adj acent to a barrier free picnic shelter, a <br />wheelchair exercise course and is near a fishing dock that <br />accommodates wheelchairs. The city of Roseville and the Central Park <br />Foundation paid over $100,000 for the original development of this <br />area. Unfortunately, the technology at that time did not provide for <br />a surface that was safe and at the same time accessible for <br />individuals using wheelchairs and crutches. Modern advances in safety <br />surfacing resulted in the development of a poured acrylic surface that <br />is both resilient for safety needs and at the same time provides a <br />firm base for access of handicapped individuals. A portion of this <br />proposal is to provide this safety accessible surface under the <br />existing play equipment. <br /> <br />A second portion of the proposal is the area of Central Park just east <br />of Lexington Avenue. This play area near the amphitheatre is in need <br />of repair and is not accessible to physically challenged youngsters. <br />A new play area is being designed for this section of the park that <br />would be accessible to the handicapped and would also have the <br />accessible safety surface described in the other portion of the <br />project. <br /> <br />Central Park is a 220 acre recreation and open space sight located in <br />Roseville in the west Central section of Ramsey County. Generally, <br />the sight is bounded by Dale Street on the east (there is a small <br />portion that does extend on the east side of Dale street), Transit <br />Avenue on the south, County Road C on the north and Lexington Avenue <br />on the west. The sight is mid-way between Interstate 35W and <br />Interstate 35E and is just north of Trunk State Highway #36. <br /> <br />Although not part of the Metropolitan Regional Park system, Central <br />Park attracts visitors from the entire Metropolitan Area. The site <br />has a service area of 139 square miles. (approximately five mile <br />radius) with an estimated population of 339,365 (1990 Census). The <br />
