MEMORANDUM <br />December <br />DATE: <br />SteveSarkozy <br />TO: <br />CraigWaldron <br />A. <br />Concerns Relating totheClinicSite <br />SUBJECT: <br />Backaround <br />RichardSimmons has purchasedtheMacksitefromTwinCity <br />Federal,andisintheprocess of proposingtomodifythe <br />sitetoaccommodateamedical clinic. <br />Mr.Simmonsmet with Planning staff regarding the <br />requirementsinterms of parking,design standards, <br />drainage,landscaping,etc. <br />Mr.Simmonssubmittedhisplanningpackagethatrequesteda <br />numberofsignificant variances forthesite. <br />Mr.Simmonsmetthebasicrequirementsthesubmission <br />terms of the requireditems, however, afterthestaff <br />Development Review Committee met, there were substantial <br />areasofconcern which were asfollows: <br />a.appearsthat there is asubstantial shortage of <br />parking stalls andmore information isrequired <br />regardingthespecificuseswithinthefacility <br />relatingtotheparking demands. <br />b.Theusability of anumber of theproposedareasfor <br />parkingarequestionablebasedon the zero setback <br />request. <br />c.Theareashouldhave significant landscaping, <br />particularly in the <br />parkingareaasrequiredbythe <br />designstandards. <br />Othergeneral design standards arenotbeing met such <br />astrash enclosures, exposure of rooftop mechanical <br />devices. <br />e.number of Engineeringquestions, such asdrainage <br />improvements still needtobe addressed. <br />Mr.Simmons has essentiallynot been very cooperative with <br />staff,basedon the factthatitis his opinionthatstaff <br />andthePlanning Commission areonlyandthushe <br />willtakehis chances with theCity Council. addition, <br />hewould like topushtheissuethatbasedthefactthat <br />
