Steve Bachman, Retail Construction Services Previously we had discussed with the Crossroads Shopping Center the design of a new storefront for the Sears Homelife furniture store. We were concerned that the neo-classical detailing of the proposed facade was inconsistent with the character of the rest of the center and told them that we would like to see it revised or brought to the Planning Co~ssion and Council as a substantial change to the approved Special Use Permit for the center. Mr. Bachman is the architect in charge of the renovation. We discussed various ideas and agreed that the Homelife facade would be compatible if it would make use of the existing details on the Crossroads building. He will revise the design and submit a copy to us. If it appears reasonably similar to the existing building, we will agree to process the renovation as a minor change. 2. Dave Carlin, Bill penk¡ CSM CSM will be developing the former Ruan site at County Road C and Long Lake Road with an office-warehouse building that is almost identical to the project previously proposed by Everest. Everest had been granted a Special Use Permit for the project (office- warehouse in the B-4 District), and being virtually identical, the CSM project can simply apply for a building permit. We had discussed a number of issues with them previously, including the design standards for building materials. The design they now have is almost entirely brick on the front and sides, but plain painted concrete block in the back. We could not approve the building without substantially more brick on the back, to make all sides more consistent. We made several suggestions on how to accomplish this. They will revise the design and meet again with us. 3. Bruce Anderson, 1708 Oakcrest Mr. Anderson met with us previously to discuss the vacation of a small segment of Aldine Street right-of-way between him and his neighbor, where Aldine stubs into the Crossroads Shopping Center ROSBVILLE PLANNING OFFICE HOURS 6/10/92 2 property. The idea is to create a new buildable lot by combining his lot and the R.O.W., then shifting the lot lone slightly to create two 75' lots. To do this he would need to buy the other half of the vacated R.O.W. from his neighbor. His neighbor is selling his house soon and there is not enough time to process a plat and vacation request. We suggested the only way to preserve this concept is to buy the future rights to the vacated R.O.W. from his current neighbor. .ua .. CSM intends to develop the fo~er Ruan site at County Road C and Long Lake Road with an office/service building similar to the one proposed previously by the Everest Group. Everest has decided not to develop the property. The site plan and building proposed by CSM are almost identical in every respect to the design that the City approved for Everest, and it is our opinion that the changes are minor and that the previous Special Use Pe~it approval for the office/service use is applicable to CSM. 1. We discussed all aspects of the design standards and the only area of concern is the proposed building materials in the rear of the building. CSM had proposed plain concrete block there, whereas the Everest design had a significant band of brick carried from the front around to the rear of the building. CSM will revise the design and resubmit. We also discussed Rice Creek Watershed pe~itting requirements. We indicated we would write a letter if needed to Rice Creek indicating that the site plan, landscaping and drainage are identical for this project as for the pe~it they approved for Everest. 2. Diana Farrell, 987 W. County Road C-2 The Farrells live in and own a home which they have converted to a duplex to house their in-laws, on the corner of County Road C-2 and Riclunond, which is an unbuilt street right-of-way. She and her husband want to add another unit to the house to make ita threeplex and would need to rezone to do so. The lot the house sits on is 27,000 square feet, more than enough to make two standards lots. It was our opinion that a rezoning to a medium density zoning would not be approved and we suggested they subdivide the lot instead and apply for a rezoning to R-2 for the existing duplex to bring it into compliance. This would give them three units on their property in a much more desirable manner than the threeplex. 1l0SBVILLB PLANNING OPPICB HOUllS 4/29/92 2 To the north of their lot the Richmond Street right-of-way has been vacated and we agreed it would be reasonable to request i.ts vacation adjacent to their property as well, giving them even more land to work with. Mrs. Farrell agreed to apply for the rezoning, lot split, and street vacation by the end of May for the July Planning Commission meeting. 3. Gary Smith (588-2754) Mr. Fisher wants to purchase the commercial property at Lexington Avenue and County Road D to operate an auto repair business. The site used to be a bicycle shop and before that, a gas station. The use would require a Special Use Permit and some renovation to satisfy at least a portion of the design standards. The issues involved on this site would be landscaping and setbacks for parking, outside storage, and screening to the adjacent apartments to the east. It appears that the existing apartment garage structure screens the apartment property adequately. Mr. Fisher also indicated he might want to rent U-Haul trucks at the site, and we gave him a copy of the new ordinance pertaining to vehicle rental and leasing. 4. Rose Hill Alliance Church 2105 Roselawn Avenue A representative of the church presented a sketch for a new parking lot layout at the church. We suggested various ways to improve the design and offered typical dimensions we would require for various schemes. None of the ideas would require a variance. 5. Mary Beth Hess 1907 Shady Beach Avenue Mrs. Hess wants to build a patio in the back yard of her home on Lake McCarrons. An earlier design had included raised walls which Rick Jopke had told her would not be allowed within the shoreland setback. The design she now has will be a flat concrete patio built into the slope of the yard. Gordy Beseth reviewed the sketches as well and agreed that the design was reasonable. C ACTION REQUESTED: Special Use Permit for Office Service Use PLANNING CONSIDERATIONS: 1. BACKGROUND Everest Development has been working with the City for some time to develop projects on the properties across County Road C from their corporate headquarters, Roseda1e Corporate Plaza. The two sites in question are on either side of Long Lake Road south of County Road C, known as the Ruan site and the Thara1dson site. We have been reviewing plans prepared by Everest for several months and the City Council has recently entered into a development agreement with them to construct two one-story office service buildings, one on each site, to be called Buildings F and G of Roseda1e Corporate Plaza. The idea is that the projects will be an extension of the same image and quality as their original buildings. The plans have been reviewed by City Staff at various levels for various reasons, and Everest's intent was to bring in projects that met all City requirements so that building permits could be issued. only recently did the projects come before the Development Review Committee for official detailed review, at which time it was determined that the office service use in the B-4 district needs a Special Use Permit. Except for this question of the office service use, the projects meet all other design standards, building code standards, and engineering standards. 2. DEVELOPMENT ANALYSIS PlanninÇJ Considerations The proposed use is consistent with the Land Use Plan and with the purpose of the B-4 District. The appearance and functioning of the site and buildings will be compatible with the area, and will redevelop in an attractive viable manner two sites which have stood vacant for a long time. LandscaDina The landscaping for both buildings screens the parking areas and the loading areas adequately and meets the minimums established in the design standards. The NSP easement running across the front corner of Building F will not permit planting large overstory trees, but will allow smaller ornamental trees. There are three different species of crabs proposed, which will be adequate and attractive. The frontage on other parts of the site will contain ash, maple, linden, and locust overstory trees. Liahtina We have reviewed lighting plans for the buildings and they appear adequate. Fixtures at the periphery of the parking lots on both buildings are 400 watt metal halide dropped dish diffuser (non-glare downcast) on a 25' pole. Wall-mounted lights on the buildings facing the streets are 175 watt metal halide shoe box type fixtures. In the rear of the buildings are 175 watt metal halide security wall pack fixtures. Sianina Proposed tenant signage will be on the only and meets the sign ordinance standards. building square facades footage screenina Screening of parking, loading areas, and rooftop utilities is designed adequately. Headlights from parking lots are screened from view of adjacent streets by means of low shrubs and berming. Building F is designed in an L-shape so as to screen the rear -loading areas from the view to both public streets. Building G has its rear facade Everest Development, Ca.e Mo. 2366 Page 3 somewhat more exposed to Long Lake Road, but the view is screened by a large berm and numerous spruce trees in the southwest corner of the site. Rooftop units were carefully situated and measured, as can be seen on the attached sections. Original plans called for all rooftop utilities to be 5' high, but the plans have been modified as noted to stay below a smaller dimension in some instances in order to be screened from the view to surrounding streets. The view from I-35W could not be fully screened, since the freeway is artificially raised in this area due to the interchange. Motorists, however, will be going fairly fast and will have the guardrail blocking a portion of the view. Trash Handlina Trash will be handled completely within the buildings. Enaineerina Considerations There are several easements on the site, including the NSP transmission line and a williams pipeline easement. The sites have been adequately designed around these easements and the necessary private arrangements have been made for the construction. Ponding on site meets engineering standards. Parks and Ooen Soace Not applicable. Fire Marshal Considerations The Fire Marshal has reviewed the plans and found them to be adequate. 4. CONCLUSION AND RECOMMENDATION The question before the Planning commission is one mainly of use, not of design details. If the project were in another zoning district, building permits could be issued without review by the Planning Commission or City council. The applicant has been diligent in providing well-designed, professionally-prepared plans that meet or exceed all design standards. section 12.035 of the Code provides the criteria for consideration of a Special use Permit: 1. Imoact on traffic. The proposed use, being one-level and having a portion of the space devoted to service or warehouse space, will generate less traffic than many uses that would be permitted without special consideration, Bverest Development, Case 50. 2366 Page .& such as multi-story office buildings, hotels, restaurants, and other intensive uses. 2. Imcact on Ðarks. streets. and other cublic facilities. The proposed use is not expected to have 'an adverse impact on any of these facilities, since it meets all applicable design and engineering standards and is less intense than many permitted uses. 3. Comcatibility of the site Ðlan. internal traffic circulation. landscacinq and structures with contiauous procerties. The plans meet all city design standards and are compatible with adjacent properties, which include railroad tracks and the petroleum tank farm to the south, vacant Amoco property to the west, the I-35W freeway to the east, and Everest's 'own corporate headquarters and lease holdings to the north. 4. Imcact of the use on the market value of contiauous procerties. As noted above, the proposed buildings will be nicer than many of the adjacent properties in the neighborhood, and will likely increase the value of surrounding property. The Ruan site, the proposed site of Building G, was the subject of an interim use application earlier this year for a truck repair operation. The Everest proposal is a vast improvement. 5. Imcact on welfare. No proposed use. the qeneral cublic adverse impact is health. safety. anticipated from and the 6. Compatibility with the city's Comcrehensive Plan. The Plan has shown the sites as Business, which was further defined by the B-4 District, the purpose of which is described in the Code: "The purpose of the Retail Office service District is to provide for a limited mixture of land uses, made mutually compatible through controls and high quality standards: to facilitate more intensive and higher valued development and redevelopment of areas convenient to the Metropolitan market area. This district shall allow opportunities to integrate high quality office structures, hotels, restaurants, retail uses, and selected office service and quaiity manufacturing uses, providing the opportunity to benefit from excellent visibility from maj~r arterial routes in conjunction with major local thoroughfares." The proposed use is consistent with this statement of purpose and with the details of the design standards. We recommend approval of the Special Use Permit. We have left the west "curb" setback on Building F and the south "curb" setback on Building G at 5 feet based on our interpretation, with which Mr. Jopke agrees, that the code only limits "parking" to within 10 feet of side lot lines. The paving in the vicinity of these curb areas is for service driveways, not parking. 3 . We have revised the south radius for the Long Lake Road driveway connection for Building F to 20 feet and have kept the north radius of that driveway and the radii for the County Road C driveway connection of Building F at 30 feet. For Building G, we have kept all driveway radii at 30 feet. We believe these radii are better able to accommodate truck service ingress and egress with less damage to boulevard landscape areas. 4. Plan notes have been added indicating that retaining walls are to be of Keystone materials to match those at existing Rosedale corporate Plaza. 10. Landscape plans have been revised to note that Items AA and BB have been specified at planting locations around the building perimeters, with specific locations to be determined by the landscape subcontractor, based on species appropriateness for lighting conditions. 11. The proposed buildings are on two sites south of County Road C at Long Lake Road (commonly known as the Tharaldson site and the Ruan site). Our comments on the plans relative to Roseville City Code and policy requirements follow. Where appropriate, references to the Zoning Code are included. These comments and others are noted on the marked-up prints which were transmitted by City staff last week to Rick Baker of your company. Comments on Both Buildings F & G: 1. The buildings will require a Special Use Permit for the proposed Office-Service use in the B-4 District (Sect. 8.410). The Special Use Permit application will be heard before the Planning Commission and City Council. 2. The side yard setback for parking in the B-4 District is 10', not 5' as shown on both site plans (Sect. 8.420.1). On corner lots, the front is defined as the shortest lot dimension fronting a public street, and the rear lot line is opposite the front. All other lot lines are sides (Sect. 5.450, 5.460, 5.470). Under this interpretation for Building F, the north is the front, south is the rear, and west is a side lot line, which needs to be increased from 5' to 10' . For Building G, west is front, east is rear, and south (adjacent to the railroad) is side, which needs to be increased from 5' to 10'. You may argue for a different interpretation of the rear vs. side yard designations for these buildings. 3. The radius for driveway connections to the public streets should be 15' maximum. 4. The maximum width of driveways at the property line should be 36'. 5. Permits from MnDOT are needed for grading or ponding in County Road C right-of-way. Everest Group 7/22/91 Page 2 6. Wherever new sidewalks are on private property, a pathway easement with the City must be provided. 7. Handicapped access ramps must be provided where all sidewalks meet the public street intersections. 8. Site lighting was not shown on the plans submitted. Plans for lighting must conform to the design standards for lighting (Sect. 19.010.11) 9. The material for the retaining wall was not indicated. It must be compatible with the architecture of the building. to. Items AA and BB on the Landscape Plan were not located on the plan. We could not tell where these materials were intended to be planted. 11. Potted shrubs were noted as "2' pot". The Code requires a 5-gallon pot or larger. The landscape architect should verify that the proposed materials meet the minimum standards. 12. Transformer equipment in the rear of the buildings must be screened with landscaping from the view of adjacent property. If there is other utility equipment that is not shown on the architectural plans, this must be screened as well. 13. Parking areas fronting on the public streets must be screened from view to the street to a height of 2-1/2' by means of landscaping, berming, fencing, or grade change. 14. The Fire Marshal requires additional fire hydrants to be located at 500' intervals as noted on the plans. Comments Related to Building F: 15. The watermain connection at the south driveway to Long Lake Road must be inspected by Bob Cockriel of the City staff (490-2312). 16. Verification of agreements with Williams Pipeline and NSP for work within their easements must be provided. 17. The location cf ianåscaping in the vicinity oÍ the ponå cutle~ in the NE cûrner should be verified and adjusted so that it does not interfere with the outlet or with steep slopes. 18. Visibility must be maintained at the corner of County Road C and Long Lake Road by keeping landscaping back at least 40' in either direction from the corner of the property lines. 19. Ornamental trees labelled as items F, G, and H on the LandsCape Plan must be 2-1/2" minimum diameter, not 2" as shown. Comments Related to Building G: 20. Some slopes on the site are greater than the maximum allowable 3:1 slope. This should be altered or retained with a wall. Everest Group 7/22/91 Page 3 21. The pond in the NW corner of the site outlets to the east into the County Road C right-of-way. A lOO-year flood would not be contained in the pond and would flood the right-of-way, and perhaps the road. This must be modified or verified with MnDOT or the County. 22. Elevations 10 and 11 on the architectural plans are almost entirely concrete block, whereas the remainder of the building is almost entirely brick. To be consistent with the spirit of the Code, we believe these elevations should be brick like the rest of Building G, or at least have a brick band at the top, similar to the back of Building F. 23. Building F is proposed for the southwest corner of this intersection, on a si te of approximately 2 . 41 acres, or 104,568 square feet. Building G is proposed for the southeast corner of the intersection, on a site of approximately 4.89 acres, or 212,963 square feet. PRIOR INDUSTRIAL USES: The Building F site, also known as the Tharaldson site, has been vacant for several years but was last utilized as a truck storage yard. Improvements on the property consisted of a small metal storage building, a gravel parking lot and a chainlink fence around the property perimeter. The Tharaldson (Building F) site is bordered by the Amoco oil Company property to the west and south, the Burlington Northern tracks to the immediate south, the Ruan Transportation property across Long Lake Road to the east, and the Rosedale Corporate Plaza office complex across County Road C to the north. The Building G site, also known as the Ruan site, has been essentially vacant for several years since Ruan Transportation closed down its truck repair shop on the property. Since that time the property has been utilized periodically by various short-term automotive-related tenants. The existing improvements on the Building G site include a concrete block truck repair garage built circa 1950, and a gravel surfaced parking lot. The Building G site is bordered by Interstate 35W to the east, the Burlington Northern railroad tracks and the Johnson Wholesale Florists property to the south, the Tharaldson site across Long Lake Road to the west, and the County Road C/I-35W interchange to the north. Both buildings are designed for multi-tenant occupancy to accommodate a variety of office and/or office-service users. The architectural design features a predominantly brick exterior with extensive bands of windows , individual glazed storefront-type tenant entries, and service/delivery access available at the rear of the buildings. PARKING: Eighty-six (86) automobile parking spaces are provided on the Building F site (4.04/1000 square feet). Project Description Page 3 of3 DRAINAGE: The entire Building F site storm drainage will be captured in an underground storm sewer pipe system leading to a retention pond to be located at the northeast corner of the site. Drainage will exit .the retention pond through a controlled outlet structure into an existing storm sewer line along the south side of County Road C, through which it will flow eastward to area drainage facilities on the east side of I-35W. Design details and drainage engineering calculations have been submi tted to the City Engineer for review. . Similarily, on the Building G site, all surface drainage shall be captured by an underground storm sewer pipe system. The western half of the Building G site will drain to a retention pond in the northwest corner of the site, from which it will exit the site via a controlled outlet structure into the existing storm sewer line along County Road C. The eastern half of the site will drain to the northeast corner of the site and enter into an existing 16" storm cul vert and the existing County Road C storm sewer line, thence proceeding to the area drainage facilities east of I-35W. HANDLING OF TRASH: All tenants will be required by the developer/landlord to handle trash inside the buildings. SCREENING OF ROOFTOP MECHANICAL UNITS: Rooftop mechanical (HVAC) units shall be screened from public view by a structural building parapet, in conjunction with the placement of said mechanical units at roof locations designed to screen them from public view. (See plan sheet 7, "Line-of-site Sections"). Electrical transformers located adjacent to the buildings are to be screened with landscaping. (See Landscape Plans). ROSEDALE CORPORATE PLAZA - BUILDINGS "F" & "G" TENANT SIGN CRITERIA section I INTENT AND PURPOSE. The Rosedale Corporate Plaza (Buildings F & G) sign criteria is intended to provide guidelines for tenant identification which will present an attractive image and compliment the architectural integrity and continuity of Rosedale Corporate Plaza. This criteria is intended to reduce clutter and provide strong, clear identification of businesses. Rosedale Corporate Plaza (Buildings F & G) shall have a consistent sign criteria governing the framework of sign plans used by each tenant to clearly and consistently identify them as a part of the overall development. section II SIGN APPROVAL. A. Landlord: Design, content, and details of signs must be approved by the Landlord prior to fabrication and erection of signs. Although previous signing practiced by tenant will be considered, it will not necessarily govern signage to be installed in this business facility. 1. Tenant shall submit detailed drawings and specifi- cations to the Landlord for all proposed sign work. The drawings shall clearly show location of each sign on the exterior building wall elevation, graphics, construction and attachment details. 2. All costs incurred in furnishing and installation of a sign shall be the full responsibility of the Tenant. City approval does not imply or supercede the required Landlord's approval. section III ALLOCATED SIGN AREAS. A. Exterior Sian Band: 1. Tenant's major identification sign may be in- stalled onto the brick exterior wall surface in front of the leased premises only. 2. The tenant sign band area constitutes that area directly on the exterior brick wall in front of leased premises equal to the lineal front footage of the leased premises, minus one foot (12") on either side. 3. Signs/individual letters shall not exceed 24" in height and shall be located so that the bottom of the individual letters shall be no closer than 40" from the top of the windows and storefront entries (as depicted on attached building elevation drawing). B. windows and Doors: Landlord shall provide 4" vinyl graphics address numerals for each tenant. Tenant signs will consist of individual non- illuminated brushed aluminum letters as specified within this criteria. B. Exterior Sians Prohibited: 1. Moving, rotating or flashing signs. 2. Signs fabricated as a box or cabinet. 3. Signs, letters, symbols fabricated of chanelume. 4. Signs employing luminous-vaccuum formed plastic letters. typed 5. signs, letters, symbols, or identification of any nature painted directly on exterior surfaces of the premises. 6. Cloth, wood, paper, or cardboard signs, stickers, or painted signs around or on exterior surfaces (door and/or windows) of the premises. 7. Free-standing signs. 8. Roof-top signs. 9. Signs employing noise making devices and com- ponents. 10. Window display signs of any kind without the prior written approval of the Landlord. 11. MEMORANDUM DATE: July 23, 1991 TO: File FROM: Rick Jopke ~ SUBJECT: Parking Lot Setback Interpretation for Everest Group at County Road C and Long Lake Road I have further reviewed the setback question and made the following final determination. The proposed five foot setback of the service drives on the west side of the building F site (Tharaldson) and the south side of the Building G site (Ruan) are acceptable based on the following: 1. The ci ty made a similar interpretation relating to the Rosedale Marketplace site at 2401 Fairview Avenue. The south side of the Rosedale Marketplace service area has a similar 5 foot setback and the staff reports indicate that parking meets all setback requirements. 2. The ordinance indicates that there should be no parking within 10 feet of a side property line. The sites in question do not have parking within 5 feet of a property line, only service drives providing access to the rear of the building. The intent here is unclear and the ordinance should be clarified for future interpretation.
