Backsround: 1. Jiffy Lube had proposed to construct a new facility adj acent to Har Mar Mall, at the site of the former Total Gas Station. This request was recomnended for denial by the Planning Commission. 2. Subsequently, the developers of Jiffy Lube have worked with Har Mar and the Conoco Station at Snelling and County Road C to propose a new Jiffy Lube facility adj acent to the Conoco Station. 30 Har Mar Inc., Conoco, and Jiffy Lube are currently requesting Ci ty approval of a rezoning from B-4 to PUD to allow the construction of a new Jiffy Lube facility, and the expansion of the Conoco service station to include a free standing car wash. The proposal would also involve the construction of a joint access road from Lincoln Drive, which would serve both the Jiffy Lube and the Conoco Station now and could serve to provide access to a development on the vacant site north of the Conoco station. 4. The Planning Commission, on a 6-0-1 vote, recomnended approval of a comprehensive plan designation of business for the site, rezoning from B-4 and 1-1 to PUD, special use permit for an automobile service use, and approval of a general concept PUD plan at the northwest quadrant of the intersection of County Road C and Snelling Avenue with the following conditions: a. That the landscaping plan be modified and reviewed by City staff. b. That sidewalk be provided as required and reviewed by staff. Alternatives:
