BACKGROUND <br /> <br />Jiffy Lube had wanted to build a new facility at the Har Mar Mall <br />on the site of the former Total gas station, but the request was <br />recommended for denial at the March Planning Corrmission meeting. <br />The developers of Jiffy Lube worked with Har Mar and the Conoco <br />station at Snelling and County Road C to propose a new Jiffy Lube <br />adjacent to the Conoco station, which was reviewed as a sketch <br />plan at the April Planning Corrmission meeting. The plan involves <br />a trade of the Har Mar Total si te for the land next to Conoco, <br />also owned by Har Mar. The Har Mar Total site would be converted <br />to much-needed parking and landscaping along County Road Bo The <br />PUD covers both the Jiffy Lube and Conoco parcels. The revised <br />plans (attached) reflect changes discussed at the April meeting. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />The PUD plan includes a new Jiffy Lube facility on the corner site <br />at County Road c and Lincoln Drive, west of Conoco. The Conoco <br />site would be expanded by 8' to the west and 20' to the north to <br />allow for a new car wash, trash enclosure, and additional parking <br />for Conoco. A private road in an access easement along the <br />northern edge of both parcels would allow traffic from Conoco to <br />go north on Snelling or east on County Road C (something they <br />cannot do now because of medians in both roads) by getting to the <br />signalized intersection at Lincoln Drive and County Road C. <br />
