Ramsey County BBW site, Case2 2375

page 2

spill or fire. The safety record of this type of facility
nationwide is very good.

ComDrehensive Plan & Zonina Code References

The property is guided In - Institutional and is zoned R-l. The
property is currently used by the County Public Works Department
to store sand and qravel, and for the county juvenile correctional
facility. A cemetery is adjacent to the west. Given the
surrounding large-scale land uses, the location is reasonable for
this facility.

Engineerina Considerations

The new paved area should have a concrete curb and gutter along
the edge. A more detailed drainage plan is also needed.

3. CONCLUSION & RECOMMENDATION

The proposed HHW facili ty is part of a necessary and important
program. The location is reasonable and the plans for the physical
development of the facility are reasonable. We recommend approval
of the Interim Use Permit for a period of two years, with two
conditions:

1) That the facility be operated as described in the
application materials.

2) That a more detailed drainage plan be approved by the
City staff.
