BACKGROUND <br /> <br />The wintz companies operate a truck terminal on Walnut Street <br />and Terminal Road with loading docks facing Walnut Street. The <br />loading areas are currently not curbed and paved, and extend <br />almost to the front lot line. They want to add some striped <br />parking, install new landscaping, and pave and curb the area, <br />leaving a 15' front yard on both Walnut Street and Terminal <br />Road. The variance request is for a 15' front setback, instead <br />of the required 40' in the I-2 District. <br /> <br />2 . DEVELOPMENT ANALYSIS <br /> <br />The building is designed with its loading areas facing Walnut <br />Street, 150' from the Walnut Street right-of-way. When the <br />building was built, the max1mum allowed semi-trailer truck <br />length was 50' or 55', and the 150' would have been sufficient <br />for truck movements and a 40' front yard. Recently, the <br />allowed length of semi-trailer trucks was increased to 65'. <br />These trucks need 135' clear for maneuvering (twice the length <br />plus 5', according to one source). This leaves 15' for the <br />required front yard setback. The applicant has shown 135' <br />clear on the paved area, 8' of which would be needed for the <br />width of the strip of 16 new parallel parking spaces, in the <br />area closest to Walnut Street. This means the applicant has <br />assumed 127' clear for truck maneuvering, less than is <br />suggested by some industry standards. <br /> <br />There appears to be room on the site for <br />spaces at the far north end or the far <br />and they would not need to be located <br />additional encroachment in the front yard <br />of a variance. <br /> <br />the 16 new parking <br />south end of the site <br />where they require <br />and, therefore, more <br /> <br />The design standards require street trees every 50' along the <br />lot frontage, and the screening of loading areas from the <br />
