BACKGROUND <br /> <br />The property in question was the subject of a special Use <br />Permit in 1976 to allow truck rental on the site (see attached <br />correspondence from Rick Jopke and Roger Jensen). That permit <br />expired in 1979, but the City did not review the permit or ask <br />the owner to cease the truck rental use. When the current <br />lessee (Strick Trailers) asked recently to expand the use to <br />include trailer sales, we researched City files and discovered <br />the lapsed permit. We informed the owner that he would need to <br />either cease the use, renew the Special Use Permit, or apply <br />for an Interim Use Permit. He chose the latter and is <br />requesting that the use be allowed to stay temporarily until <br />the current lease is up in three years. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />The site is illustrated on the attached plan. Almost the <br />entire property is enclosed with a cyclone fence and contains <br />parked trailers on a gravel lot. There is a small building at <br />the north edge of the site and five parking spaces outside the <br />fence at the north edge, adjacent to County Road C. <br /> <br />The site does not meet City Code standards. To comply with the <br />design standards and the setbacks, the building materials would <br />need renovating, the lot would have to be paved, and the <br />parking spaces would have to be moved back 40' to meet the <br />setback. There is no landscaping on site. <br /> <br />However, the site is well-maintained for <br />leasing operation, and is more attractive <br />neighbors in the area.
