PLANNING REPORT DATE: 10 June, 1992 CASE NUMBER: 2389 APPLICANT: Inter city oil Co. (ICO) LOCATION: 1681 Rice st. ACTION REQUESTED: Interim Use Permit 1. BACKGROUND The ICO gas station at Rice street and Larpenteur Avenue is required to install monitoring wells and a holding tank on its property to remedy groundwater contamination from a leaking underground tank which was removed in 1989. ICO is requesting an Interim Use Permit to allow construction of a small, temporary structure to house the equipment. 2. DEVELOPMENT ANALYSIS The tank structure will be 4' x 7' x 4' high, and located in the southeast corner of the site, as illustrated on the attached drawings. It will be constructed of concrete block painted to match the existing station building. The location of the new structure will be near the existing sump, the cylindrical metal equipment container on the site now. The southeast corner of the site is somewhat hidden, because it is a few feet lower than adjacent Rice street, and because there is a bus stop enclosure and a traffic signal equipment box at the same corner. The new tank holding structure, therefore, will not be as visible as it might otherwise be. The Public Works Department will require the pump to be metered so that the City can charge ICO for the additional sewer flow. As noted in the narrative, ICO does not know how long the monitoring equipment will need to be in place. 3. CONCLUSION & RECOMMENDATION The proposed structure is necessary and reasonable. It will be relatively small and unobtrusive. We recommend approval of the Interim Use Permit for a period of three years, to be reviewed again at that time to assess the progress of the monitoring operation.
