BACKGROUND <br /> <br />The ICO gas station at Rice street and Larpenteur Avenue is <br />required to install monitoring wells and a holding tank on its <br />property to remedy groundwater contamination from a leaking <br />underground tank which was removed in 1989. ICO is requesting an <br />Interim Use Permit to allow construction of a small, temporary <br />structure to house the equipment. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />The tank structure will be 4' x 7' x 4' high, and located in the <br />southeast corner of the site, as illustrated on the attached <br />drawings. It will be constructed of concrete block painted to <br />match the existing station building. The location of the new <br />structure will be near the existing sump, the cylindrical metal <br />equipment container on the site now. The southeast corner of the <br />site is somewhat hidden, because it is a few feet lower than <br />adjacent Rice street, and because there is a bus stop enclosure <br />and a traffic signal equipment box at the same corner. The new <br />tank holding structure, therefore, will not be as visible as it <br />might otherwise be. <br /> <br />The Public Works Department will require the pump to be metered so <br />that the City can charge ICO for the additional sewer flow. As <br />noted in the narrative, ICO does not know how long the monitoring <br />equipment will need to be in place. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />The proposed structure is necessary and reasonable. It will be <br />relatively small and unobtrusive. We recommend approval of the <br />Interim Use Permit for a period of three years, to be reviewed <br />again at that time to assess the progress of the monitoring <br />operation. <br />
