City staff has discovered that there were a considerable <br />number of automobile rental agencies operating illegally in <br />the City. These rental agencies were either in zoning <br />districts where they were· not allowed or did not have the <br />required special use permits. <br /> <br />2. At the request of one of the landlords where a rental agency <br />was located, City staff has been discussing the matter with <br />the Planning Commission. The attached ordinance has been <br />developed to allow automobile rental agencies to be located <br />in additional zoning districts and to set standards <br />concerning how these facilities are operated on the site. <br /> <br />3. The Planning commission unanimously recommended approval of <br />the attached ordinance amendment. . <br /> <br />Alternatives: <br /> <br />1. Deny approval of the ordinance amendment and enforce the <br />existing ordinance requirements. <br /> <br />2. Approve the attached amendments and work with the various <br />automobile rental agencies to obtain the required special use <br />permits. <br /> <br />Policy Obiectives: <br /> <br />1. To insure that uses operate in accordance with the city I s <br />comprehensive plan and zoning ordinances. <br /> <br />2. To allow reasonable use of property. <br /> <br />3. To set standards for uses to insure that they do not <br />adversely affect general health, safety, and welfare of the <br />community or of adjacent property owners. <br /> <br />Staff Recommendation: <br />
