<br />MEMORANDUM <br /> <br />DATE: 14 August 1991 <br /> <br />TO: Roseville Planning Commission <br /> <br />FROM: Philip Carlson, AICP <br /> <br />RE: Draft Ordinance Amendments Relating to Automobile Rental and Leasing <br /> <br />At two previous meetings we discussed ways to regulate automobile rental agencies. We have <br />prepared draft ordinance amendments to implement the ideas brought out in the discussions. <br /> <br />The amendments approach the issue in several ways: <br /> <br />1) The standards for the use are dermed in a separate section near the Business Districts <br />in the Code, similar to the section on Automobile Service Stations. <br /> <br />2) The amendment defines "small vehicles" and "large vehicles" to distinguish passenger <br />cars from trucks. <br /> <br />3) The new section contains performance standards for parking, maintenance of vehicles, <br />and the visual impact of the use, as discussed. <br /> <br />4) The use will still be by Special Permit only and will not be a permitted use in any <br />district, as is the case now. <br /> <br />5) The six Business districts will regulate the use as follows: <br />District Existing Proposed <br />B-1 No No <br />B-1B No Small Only <br />B-2 No Small & Large <br />B-3 Yes Small & Large <br />B-4 No Small Only·· <br />B-6 No Small Only <br />
