The city ordinances indicate that fences in front yards <br />cannot exceed 4 feet in height. <br /> <br />2. Rosepointe Senior Housing, based on negotiations wi th the <br />adjacent neighbors, have proposed to construct a fence along <br />a portion of their south property line to provide screening <br />of the garage and parking area. This fence will have 6 foot <br />high brick pillars with 5 foot high vertical wood boards <br />between the pillars. A portion of this fence will extend <br />into the front yard, and therefore will exceed the 4 foot <br />high height limitation. <br /> <br />3. The Roseville Planning commission unanimously recommended <br />approval of Rosepointe Senior Housing request for sign height <br />variance at 2545 Hamline Avenue. <br /> <br />Alternatives: <br /> <br />1. Deny the request based on the finding that no hardship or <br />practical difficulty exists on the site. <br /> <br />2. Approve the variance based on the finding that there are <br />hardships and practical difficulties present. <br /> <br />Policy Objectives: <br /> <br />1. To insure that development occurs in accordance wi th the <br />city's zoning ordinance. <br /> <br />2. To grant variances where hardship or practical difficulty <br />exists on the site. <br /> <br />staff Recommendation: <br /> <br />1. It is recommended that the City Council approve Rosepointe <br />Senior Housing request for a fence height variance at 2545 <br />Hamline Avenue North. <br />
