BACKGROUND <br /> <br />Mr. Ho owns a single family home on a lot on Cleveland Avenue <br />which is zoned R-1 (see attached sketch). The lot is one of three <br />lots in the Healy Pond View Addition which are platted into the <br />large ponding area at the corner of Cleveland and Roselawn Avenue. <br />Mr. Ho wants to convert the house to a duplex by remodelling and <br />renting out the upper level of the split-level home. He would <br />remain in the lower level. Each level would be a self-contained <br />dwelling unit with its own entry, kitchen, bathroom, etc. Mr. Ho <br />is requesting a rezoning of his property from R-1 to R-2 to permit <br />the duplex arrangement. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />The subject property is the southernmost of the three lots in the <br />Healy plat and the house on it is relatively isolated compared to <br />many single family neighborhoods. It has one neighboring lot <br />immediately to the north, but none to the south, since the pond <br />separates this home from Roselawn Avenue by over 200 feet. There <br />are other neighbors across Cleveland Avenue, which is a very busy <br />collector, not a quiet local street. Across the pond to the west <br />is a church, again over 200 feet from this house. <br /> <br />If there are any adverse impacts anticipated with this R-2 zoning, <br />they would likely be limited to the one adjacent lot. There are <br />two letters (attached) from area residents opposed to the <br />rezoning. Mr. Ho indicated to us that he has talked to other <br />neighbors who do not object to his request. <br /> <br />Comprehensive Plan & Zonina Code References <br /> <br />The property is guided in the Land Use Plan as LR - Low Density <br />Residential, and is zoned R-1.
