<br />MEMORANDUM <br /> <br />DATE: February 21, 1992 <br /> <br />TO: File <br /> <br />FROM: Rick Jopke ~ <br /> <br />SUBJECT: February 20, 1992 Neighborhood Meeting concerning <br />Kolstad proposal to plat lots on the west and north <br />sides of the Rosedale Estates Apartment complex. <br /> <br />Roger Kolstad stated that ,there would be the following covenants <br />placed on the proposed residential lots: <br /> <br />1. The minimum building size would have to be as follows: <br /> <br />Split entries would have to have a minimum of 1,000 sq. <br />ft. foundation size. <br /> <br />Ramblers would have to have a minimum of 1,200 sq. ft. <br /> <br />Two stories would have to have a minimum of 1,800 sq. <br />ft. <br /> <br />2 . Each house would be required to have a two car attached <br />garage and a minimum 16 foot wide blacktop or concrete <br />driveway. <br /> <br />3. Front and side yards would be sodded. <br /> <br />4. There would be a minimum of six trees per lot with a pine <br />tree on the side of each dwelling. <br /> <br />Mr. Kolstad indicated that there would also be a maintenance <br />agreement with the City concerning the apartment project. <br />Kolstad also indicated that issues relating to the landscaping <br />and fencing of the apartment site would also be resolved. <br />Kolstad indicated that the existing berms would be moved back <br />onto the apartment proj ect and trees planted. Kolstad stated <br />that the street repair, due to utility work, would be done right <br />and that the developer would pick up the cost of the repair. <br /> <br />The residents questioned how long Filister had owned the property <br />and whether they knew about the restricted use of the buffer <br />area when they purchased the property. Filister indicated they <br />had owned the property for approximately 17 years and didn't <br />recall any discussions about the buffer area when they purchased <br />the property. <br /> <br />A neighbor questioned why Filister is selling the property. <br />Filister indicated that it was not being done because of any need <br />for cash and that they would not receive a big windfall from the <br />
