BACKGROUND <br /> <br />The city has been working with A Plus Industries and neighboring <br />residential property owners for some time to work out an aqreement <br />that would solve the noise problems stemming from the me~al <br />stamping operations at the A Plus facility. An aqreement was <br />worked out, through a media~or, that involves, among other things, <br />several variances on the A Plus property that need ~o be approved <br />through the formal ci ty process. A copy of ~he Aqreement in <br />Media~ion is attached which explains clearly the situation and the <br />proposed solution. <br /> <br />The Aqreement involves A Plus moving the offending equipment to <br />facilities in other cities and building a fence in the rear yard <br />toward the neighbors. The City agreed to process variances for <br />the height of the proposed fence, existing building and parking <br />setbacks, and for outdoor storage on the site. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />ComDrehensive Plan & Zonina Code References <br /> <br />The property is quided I Industrial and zoned 1-1 Light <br />Industrial. Metal processing and stamping businesses are allowed <br />us~s, but the type of noise involved at A Plus was believed to be <br />beyond what was intended for "light industry". <br /> <br />Where an 1-1 District abuts a Residential district, the required <br />setbacks are 100 feet for buildings and 40 feet for parking. <br />outside storage is prohibited in the 1-1 District. Fences in side <br />and rear yards are limited to 8 feet in height. <br />
