<br />SUmmary of Issues/Analvsis <br /> <br />Vacation of Fernwood Street <br /> <br />1. Land Access <br /> <br />Fernwood Street provides land access to the existing Roseville Ice Arena. Vacation of <br />Femwood Street would require alternative access. Acceptable alternative access can <br />be provided from County Road C and/or Civic Center Drive. <br /> <br />2. Existine: Throue:h Trios <br /> <br />Existing through traffic is estimated at 400 Vehicles Per Day (VPD). The closure of <br />Fernwood Street will distribute this traffic to W oodhill Drive. It is estimated that the <br />distribution will be SO/50, i.e.. 200 VPD using W oodhill to Hamline and 200 VPD <br />using Woodhill to Lexington. Woodhill Drive is cUITently operating significantly <br />below its capacity. Future growth estimates do not exceed W oodhill' s capacity with <br />the addition of the dislocated Femwood Street traffic. <br /> <br />3. Additional Demand Based Uoon Prooosed Proiect <br /> <br />Peak traffic as a result of major events and parking for those events will not <br />significantly affect the capacity of W oodhill Drive ü a Parking Program is utilized and <br />access to parking is !!Q!. provided to the ice facilities from W oodhill Drive. <br /> <br />4. Other Facilities <br /> <br />Hamline Avenue and Lexington Avenue are both currently at or near capacity. The <br />addition of traffic as a result of the closure of Fernwood Street will not significantly <br />impact their current levels of service. <br /> <br />The intersection of W oodhill Drive and Hamline Avenue does not cUlrently meet <br />wammts for traffic signals, but should be closely monitored by the City and County. <br />The intersection of Lexington Avenue and Woodhill Drive has met warrants for a <br />traffic signal.
