Date:

steven D. Gatlin, Public Works Director
REVIEW OF AL KEHR DEVELOPMENT PLANS FOR
December 8, 1992

or

To:

Rick Jopke, Assistant Community Development

From:

RE:

Engineering and Public Works staff have reviewed plans recently
submitted by A1 Kehr and his engineer and architect for his
proposed Parkridge Development project. We assume that at this
point the plans are preliminary in nature and that engineering
staff would have an opportunity to review and approve all final
plans prior to the issuance of any permits for this project.

with this assumption in mind, we would make several comments
regarding the plans submitted and suggest they be transmitted to
Mr. Kehr and his engineer for follow-up modifications.

1. Drainage

The plan submitted by Mr. Kehr and his engineer includes an
on-site ponding area for the property to comply with city
requirements. This pond would provide on-site storage for
increased runoff such that the post-development rate would
not exceed the pre-development rate.

However, Mr. Kehr has indicated that this alternative is not
acceptable to him in that it ruins the aesthetics of his
project. He has asked the city to explore other alternates
for off-site, regional ponding facilities that would be
built as a public project and benefiting properties
assessed. Mr. Kehr has submitted a petition for public
improvement which would initiate an engineering
investigation by Rosevi11e staff of this concept.

The petition will be reviewed by the City Council and a
feasibility study may be ordered. However, in a preliminary
manner, we have reviewed the concept of regional ponding
and, based on 'submittals by Mr. Kehr, would make the
following comments:

a. The submitted plan includes the concept of locating a
regional treatment pond on part of the city's leaf site.
This concept would involve loss of approximately 25,000
square feet of usable space from the present leaf site.
