<br />MEMORANDUM <br /> <br />DATE: December 8, 1992 <br />TO: Craig A. Waldron <br />FROM: Rick Jopke <br />SUBJECT: Al Kehr/Parkridge Development Submittal <br /> <br />As you are aware, Al Kehr submitted an application for general <br />concept plan (PUD) approval by the required October 27, 1992 <br />deadline for review by the Planning Commission in December. On <br />10-28-92, in accordance with our review process, the Development <br />Review Committee completed a completeness review of the <br />aforementioned application. As noted in the 10-28-92 Planning <br />Office Hours, all items of the PUD submission were provided <br />except the following: <br /> <br />1. A staging plan. <br />2 . A si te plan and landscape plan showing neighboring houses <br />across County Road C and existing landscaping. <br />3. Architectural building elevations for the front of the one <br />story units and the side of the two story units. <br /> <br />On or about 11-20-92, Mr. Kehr provided a drawing showing the <br />proposed development in relation to the houses on surrounding <br />lots and the missing architectural building elevations. The 11- <br />20-92 submittal did not contain information on existing <br />landscaping on the yards but Mr. Kehr indicated that he has <br />photographs which he would present at the Planning ..commission <br />meeting which would show the existing landscaping. \ <br /> <br />On 11-25-92, the Development Review Committee completed its <br />substantive review. During this review, the following concerns <br />and inadequacies were noted: <br /> <br />1. Basic land use question concerning whether townhouses are <br />appropriate at that location. There are adjacent properties <br />that are similarly si tuated and future access is also a <br />concern. <br />2. There are details relating to drainage and storm ponding <br />which have not been resolved. <br />3 . There is inadequate landscaping on the east and west lot <br />lines, at each unit entry, and along the south at the park <br />edge. It was also noted that trees were shown planted on <br />the additional dedicated right-of-way for County Road C. <br />4. There were inadequate setbacks noted on the northwest corner <br />where two units face an existing garage fifteen feet away. <br />5. Fire hydrant, fire lanes, and fire hydrant maintenance need <br />to be addressed. <br /> <br />It should also be noted that because of the absence of Karl Keel, <br />
