Keel, Assistant Public Works DirectorVJ\ <br />AL KEHR DEVELOPMENT PROJECT PONDING <br /> <br />From: <br /> <br />RE: <br /> <br />Date: <br /> <br />November 18, 1992 <br /> <br />Al Kehr will propose a townhome development near the corner of County <br />Road C and Dale street to the Planning Commission on December 9, 1992. <br />Mr. Kehr is requesting a rezoning of his property from R-l to PUD. <br /> <br />As part of his development, Mr. Kehr is required to provide stormwater <br />detention to maintain an existing lO-year rate of runoff. Mr. Kehr has <br />hired Sunde Engineering to prepare a plan that provides on-site ponding. <br />with a few modifications, the design prepared by Sunde will satisfy our <br />requirements. <br /> <br />As an alternate solution, we have suggested to Mr. Kehr that he pursue <br />off-site ponding. Namely, that he contribute to the construction <br />of a treatment pond on the east side of Dale Street south of the city's <br />leaf composting site. <br /> <br />In the past, the city has raised concerns about the environmental <br />impacts of the leaf site on the nature center wetland. By constructing <br />a treatment pond south of the site, it may be possible to treat water <br />not only from Dale Street, Mr. Kehr's site, but also from the leaf <br />compost site. We have told Mr. Kehr that if the storm sewer that exists <br />in County Road C and Dale Street will carry a 100-year event to the <br />proposed ponding area, that the city would consider constructing the <br />treatment pond and that Mr. Kehr would contribute a fair portion of the <br />cost. Ramsey County would also be expected to contribute for their <br />portion of the runoff. <br /> <br />I have discussed this issue with Brian Mundstock of Sunde Engineering. <br />He will investigate the capacity of the system in County Road C and <br />Dale Street and communicate their findings to us. <br /> <br />A copy of Al Kehr's site plan as well as an aerial photograph roughing <br />out a potential pond is attached. <br /> <br />Attachment <br />
