<br />(' <br /> <br />( <br /> <br />January 25, 1985 <br /> <br />MEMO <br /> <br />To: Planning Commission <br />From: Fire Marshal ~~ <br /> <br />Subject: Kehr Townhouses <br /> <br />At the request of Steve North and Howard Dahlgren, I have reviewed the plans <br />submitted with the application for compliance with the Minnesota Uniform <br />Fire Code and the policies adopted by the Roseville Fire Department. The <br />major area of concern is the access to the complex for Fire Department <br />apparatus. The site plan appears to be identical to the original proposal <br />and, therefore, our objections will have to be the same as they were at <br />that time. <br /> <br />I have reviewed the project, in concept, with Mr. Robert Miller, Fire Code <br />Administrator, International Conference of Building Officials (ICBO). This <br />is the group that writes both the Uniform Building Code and the Uniform Fire <br />Code. It was Mr. Miller's opinion, that as designed on the site plan, this <br />project does not meet the intent of Section 10.207 of the Uniform Fire Code <br />as adopted by the State of Minnesota and the City of Roseville. <br /> <br />If, the project is constructed as shown as "Proposal I" on page two the <br />reduced size plans, this project would meet the intent of Section 10.207. <br />It would also meet the intent of the Fire Department Policy (copy attached) <br />regarding "Access Roadways". Proposal II does not meet the intent of the <br />Code or the written Policy. <br /> <br />This project has buildings in excess of 150 feet from a dedicated public <br />street and has an access roadway between 200 feet and 500 feet in length. <br />The Policy will require a 70 foot diameter cul-de-sac or a 60 foot hammer- <br />head as a minimum turnaround. The turnaround requirement could be modified <br />if automatic sprinkler system is installed in all buildings as specified in <br />#3 of the Department's Policy. <br /> <br />The fire hydrant ;appears to meet the guidelines as spelled out in the Fire <br />Department Policy on fire hydrants. <br />
