County Road C. <br /> <br />Backe:round: <br /> <br />1. At the March 9, 1994 Planning Commission meeting, the Commission recommended <br />approval of Mr. AI Kehr's request to change the Comprehensive Plan land use designation <br />on his property located at 674,656, and 646 W County Road C from Low Density <br />Residential (LD) to Medium Density Residential (MD). The Commission requested that <br />the entire area between Kehr and Dale Street and the American Legion Property (to the <br />west of the Kehr Property) also be evaluated for a potential land use change. The <br />Commission directed staff to establish a public hearing for the April 13 meeting to <br />consider this matter. <br /> <br />2. At the March 28, 1994 City Council meeting, the Council took no action on the Kehr <br />property recommendation. The Council chose to delay taking any action on the Kehr <br />property until after the Planning Commission had held a hearing (4/13/94) and had made a <br />recommendation on the broader area. The hearing notice on these potential <br />Comprehensive Plan amendments was widely distributed at the request of the Planning <br />Commission and City Council. From the testimony and discussion at the meetings, it is <br />clear that residents are confused about the differences between Comprehensive Plan <br />amendments, rezonings, the timing of future roadway extensions and actual development <br />proposals. <br /> <br />3. At the April 13, 1994 Planning Commission meeting, the residents expressed their <br />opposition to the potential changes in the comprehensive plan. The Planning Commission <br />recommended denial of any changes in the Comprehensive Plan land use designation <br />including the Kehr property. The Commission cited the lack of support from adjoining <br />neighbors to the west, the American Legion Property, and the owners of the Booth and <br />Britz properties to the east of the Kehr property. <br /> <br />1 <br />
