representatives have publicly stated that they have no current interest in changing their use
of the property (and they understand that the City is in the process of updating its
Comprehensive Plan). Therefore, we do not recommend changing the land use
designations for any of the parcels to the west ofKehr at this time.

5. The staff recommends approval of the change in land use designation for the following
properties from LR to MR.: Kehr, Borgstrom, Britz, Booth and Salverda. The staff also
recommends illustrating the future street extensions from Kehr to Dale Street and
appropriate text in the Comprehensive Plan to require the street extensions if and when
these parcels redevelop.

Alternative Actions

1. Approve the Comprehensive Plan amendment from LR to MR. for Kehr and deny the
request on Borgstrom, Britz, Booth, and Salverda.

2. Approve the Comprehensive Plan amendment from LR to MR. for Kehr and Borgstrom,
Britz, Booth, and Salverda.

3. Because of the 2 contradicting recommendations from the Planning Commission, return
the project to the Planning Commission. Request one formal recommendation on the
Comprehensive Plan and the PUD (which is scheduled for a hearing on May 11, 1994).

4. Table action on the entire area until the Comprehensive Plan has been adopted and
regional storm water issues have been resolved by the Planning Commission and the
Council (estimated late June or early July).

Staff Report by:

Dennis Welsch
John Shardlow - Consultant

Attachments:

Chart of Hearings
Property Map
Proposed vs. existing uses and zoning
Shardlow 4 exhibits

5
