County Road C. <br /> <br />Baclæround: <br /> <br />I. In December, 1992, the Planning Commission reviewed an application for a <br />comprehensive plan amendment and rezoning to Planned Unit Development <br />(PUD) on this same property. The development at that time consisted of29 <br />townhouse units. It was reviewed by the Planning Commission at two <br />meetings and a series of neighborhood meetings were also held. At that time, <br />the City was gearing up to conduct the VISTA 2000 community visioning <br />process as the first step in the process of updating the Comprehensive Plan. <br />The City did not have a current policy framework to assist in evaluating this <br />request for an amendment to the Comprehensive Plan and rezoning. Similar <br />applications for rezoning had been denied elsewhere in the community. <br />Consequently, we recommended and Mr. Kehr agreed to withdraw his <br />application until the VISTA 2000 process was conducted and enough work <br />had been completed on the Comprehensive Plan to provide the City with <br />some guide in reviewing his request. Mr. Kehr has been waiting until now to <br />reactivate the process. <br /> <br />2. Mr. Kehr'sapplication for rezoning to Planned Unit Development now <br />includes three lots, totalling 3.67 acres in size. The development plan <br />proposes 23 townhouse units for this site. Public hearings on this application <br />for rezoning were scheduled for April 13, 1994 by the Planning Commission <br />and April 25, 1994 by the City Council. During the review of this project, it <br />was detennined that the best course of action was to consider an amendment <br />to the Comprehensive Land Use Guide Plan prior to considering the request <br />for rezoning from single family to planned unit development.
