Proposed Changes to Sign Ordinance

Page 5

ISSUE:

Political Signs

EXISTING ORDINANCE:

Allows political signs 21 days before an election. They must be removed 5 days after. Limits
signs to 12 square feet.

PRINCWLE BEHIND EXISTING ORDIN~CE:

These signs advertise a candidate for political office. Time and size is restricted so that they
don't clutter up neighborhoods and streetscape.

PROBLEM WITH EXISTING ORDINANCE:

Is not in conformance with a new state law regulating political signs. See attached.

PossmLE SOLUTION:

Allow "signs or posters announcing candidates seeking political office, or issues to be voted upon
at a political election. Such sign must contain the name and address ofperson(s) responsible for
such sign and that person(s) shall be responsible for its removal These signs shall remain no
longer than 60 days before and 10 days after the election in which they are intended. Political
signs shall not be placed upon public right-of-way or property and should be erected with
pennission of the property owner or lessee. Those installing political signs shall comply with the
Fair Campaign Practices Act contained in State of Minnesota Statutes Chapter 211B".

PRINCIPLE BEHIND SOLUTION:

Solution brings political signs into compliance with State Law.

Solution also states who is responsible for sign and where such sign can be located, also
requires that permission is needed by property owner before a sign is erected.
