You will notice that the signage is <br />specifically itemized with a single pylon at the southwesterly corner of <br />the site (near Snelling and County Road D). The sign will be setback <br />the required 30 feet and will be approximately 70 square feet in area. <br />Again, two options are proposed, the significant difference apparently <br />being the substitution of a brick column for the aluminum column <br />indicated in Option One. Either design is in conformance with the <br />zoning requirements for the 8-18 District. <br /> <br />9. Additional signs are located on the site, with four on the building and <br />two directional signs at the driveway entrances. The directional <br />.driveway signs are within the prescribed 1-1/2 feet by 3 feet dimension <br />and may be located within 1 foot of a right-of-way line, which would <br />normally place the sign about 15 feet from the curb line. In this case, <br />there is no right-of-way line since this is a private street. Thus, it <br />would appear appropriate to have the sign placed approximately 10 to <br />15 feet from the curb. No dimension is specified on the plan though <br />that may be agreed upon as a condition. <br /> <br />10. The property is zoned 8-18 and as such, the building is allowed 100 <br />square feet of signage for the frontage on Snelling Avenue (that being <br />classified as an expressway in the signage code) and 70 square feet of <br />signage for a local thoroughfare. The local thoroughfare has the least <br />amount of sign area allocated to its frontage. If we construe the <br />private access drive on the east side of the building to be a local <br />thoroughfare, there would be an additional 70 square feet allocated for <br />this frontage. The ordinance also has a provision where if the buildings <br />are setback a considerable distance from an expressway or thoroughfare, <br />the sign area may be increased 1/2 square foot for each foot the sign <br />is setback in excess of 60 feet from the center of the thoroughfare. <br /> <br />11. The sign appears to be setback 54 feet from the Snelling Avenue <br />right-of-way. The Snelling Avenue right-of-way width at this point is <br />200 feet. Therefore, we take 154 feet minus 60 feet which equals 94 <br />feet. One-half foot for each foot of this distance equals 47 feet. <br />Therefore, a total signage allowed for the west side of the building is <br />147 feet plus the 70 square feet for the east side equalling a total <br />allocation for a wall sign of 217 feet. It is normal to allow the <br />dist.ribution of this sign area around the building, but for the total not <br />to exce<Jd the sum of the allocation for each street frontage. <br /> <br />You will note from examining the plan indicating the sign locations and <br />sizes that there is a 60 foot sign on the east side, a 42 foot and a 68 <br />foot sign on the south side, and a 49 square foot sign on the west <br />side. These four signs total 219 square feet and are allowable as <br />proposed (or within 2 feet thereof). <br /> <br />12. You will note, however, that two additional signs are proposed in the <br />signage program. These are two signs on the north and south side of <br />the canopy overhanging the drive-thru tellers. These signs are 26 feet-6 <br />inches by 2 feet-6 inches which equals 66 square feet each (not 40 <br />square feet as indicated on the sign schedule). The signage on a <br />canopy as proposed is also a problem since there is no wall, therefore, <br />it is not a wall sign. Signs on canopies are not allowed in the City of <br />Roseville because roof signs are not allowed. <br />
