UNITED FEDERAL SAVINGS BANK, CASE 1652

Page 2

area). The sign permit was i88ued for the construction of the sign with
the agreement that it would be used only to indicate time and
temperature, similar to the previously' approved sign. In addition, a
variance would need to be requested for any additional message to' be
flashed on and off at a specified timing interval.

The staff noted that we would suggest to the Planning Commission and
Council that an analysis be made of a future policy relating to the
matter in which "traveling signage" will be controlled in a potential
addendum to the sign code.

4. Attached is a letter from United Federal Savings Bank outlining their
proposal. The Jetter dated March 11, 1986, requests permission to
display time and temperature for approximately one and one-half minutes
on the quarter hour, alternating with a stationary informational message
to be displayed for approximately thirteen minutes.

5. Our concem with the traveling message concept is that it may
constitute a distraction to motorists. This could be a problem on any
street or highway, particularly at a busy intersection. Certainly, the
intersection at this loöation, along wi th the entrances to Rosedale and
to the shopping centers to the north constitutes one of our busiest
intersections in Roaeville.

6. However, we do not believe that a stationary sign displayed for a
period of thirteen minutes constitutes a hazard, nor does the changing
time and temperature as has been previously approved in Roseville for a
number of locations, including this one. Thus, it may be appropriate
for the Plamlng Commi88ion and Council to consider approval to the
variance 88 requested, with the condition that the traveling electronic
sign capability is not used until a more definitive policy regarding their
use is evolved by the City.

7. \ We suggest that a report be prepared following some investigation on
the part of the 8taff as to appropriate methods of handling such
traveling m888age electronic signage in the future.
