The suggested standard was
for signs and decorations to be allowed four days per event and two
events per year. The Council offered three events per year, or the
option of allowing them up to twelve days per year to use in any
way they chose.

The later idea seems to us to offer the maximum flexibiliûy while
still maintaining some control over the use of special events
signs. We also talked with the Council about how to administer and
enforce these standards. They agreed with the suggestion that the
organization would apply for a single permit covering all of their
special events sign needs throughout the year. This would be kept
on file at City Hall and would be considered a standing permit and
would only have to be amended if the organization wanted to vary
from their approved program. The Council did want us to discuss
this matter with the Planning Commission and bring back a
recommendation.
