At the October 12, 1992 City council meeting, the city <br />Council passed amendments to the city's sign ordinance. <br />During that discussion, new provisions relating to political <br />signs and electronic message signs were removed pending <br />additional discussion at the October 19, 1992 Work Session. <br /> <br />2. The city council determined at the October 19, 1992 Work <br />Session that the attached ordinance amendments should be <br />brought forth for formal action by the Council at the October <br />26, 1992 meeting. <br /> <br />3. It has been determined that issues related to pOlitical signs <br />were previously resolved with an ordinance amendment passed <br />in August. This language was not included in the ordinance <br />passed by the Council in October. Therefore, it is being <br />brought back as a housekeeping item for Council action. <br /> <br />4. Staff reviewed the history of the current 13 minute time frame <br />requirement for electronic message signs with Howard <br />Dahlgren. Mr. Dahlgren stated that 13 minutes was arrived at <br />based on discussions with bank representatives, City staff, <br />and representatives from a sign manufacturer. United Federal <br />Bank then applied for and was granted a variance. Attached <br />for Council information are copies of minutes from Howard <br />Dahlgren's meetings and planning reports relating to the <br />electronic message signs at United Federal (now First <br />American Bank) and Investors Savings. <br /> <br />Alternatives: <br /> <br />1. Approve the ordinance amendments as attached. <br /> <br />2. Deny the ordinance amendments based on further discussion. <br /> <br />3. continue the public hearing on this matter to allow for <br />further study and refinement of the ordinances. <br />
