In December of 1991, the city Council passed an ordinance <br />declaring a moratorium on the consideration of sign variance <br />applications. This was done to allow the City to complete <br />the comprehensive review and update of the official controls <br />regulating signs. <br /> <br />2. The moratorium was due to expire in June of 1992 and the <br />Council extended the moratorium an additional six months. <br /> <br />3. In light of the fact that the city Council has approved a <br />major portion of the amendments to the sign ordinance, it <br />would be appropriate to discuss whether or not the moratorium <br />should be rescinded at this point. <br /> <br />Alternatives: <br /> <br />1. To rescind the moratorium. <br /> <br />2. To allow the moratorium to continue to exist until it expires <br />on December 17, 1992. <br /> <br />3. To allow the sign variance applications relating to the <br />sections of the ordinance which have been approved by the <br />ci ty and keep the moratorium in effect for those sections <br />which are still being studied (electronic message signs, <br />church signs, temporary signs and seasonal banners, and auto <br />dealership signs). <br /> <br />staff Recommendation: <br /> <br />1. It is recommended that the City Council approve alternative <br />#3 above which would allow variance applications to be <br />processed relating to these sections of the ordinance which <br />the City Council has amended. <br />
