City ordinances allow for the approval of interim use permits <br />to allow development, not consistent with the zoning <br />ordinance, for a temporary period of time. <br /> <br />2. Fine Associates and Olive Garden Restaurant have requested <br />interim use permits to allow the construction of a temporary <br />gravel parking lot on the Fine Associates property and for <br />the construction of an off premise "For Sale" sign for the <br />Fine Associates property on the Olive Garden property. <br /> <br />3. The Planning Commission, on a 6-0-1 vote, recommended denial <br />of Fine Associates and Olive Gardens request for interim use <br />permits at 1525 W. County Road C based on the findings that <br />the gravel parking lot could adversely impact streets and <br />storm water systems and that no need was demonstrated for the <br />sign. <br /> <br />4. On October 26, 1992, the City Council continued consideration <br />of this matter until November 9, 1992. <br /> <br />citv Attornev Comments: <br /> <br />1. The interim use is authorized both by State statute and the <br />Roseville City code. <br /> <br />Alternatives: <br /> <br />1. Approve one or both of the interim use permi ts wi th the <br />condi tion that potential problems to the street and storm <br />water system be mitigated as required by City staff. <br /> <br />2. Deny the request based on potential problems with the gravel <br />lot and the lack of demonstrated need for the sign. <br /> <br />Policy Obiectives: <br /> <br />1. To insure development occurs consistent with the City's <br />zoning ordinance. <br />
