This application is submitted on behalf of two adjacent property owners who are cooperating in addressing two issues. In one case, Olive Garden Restaurant (Lot 3) would like to locate employee parking closer to the restaurant than its current remote site. On the other hand, Fine Associates would like to locate a highly visible advertising sign to sell Lot 5. Fine' sLot 5 could serve, on an interim use basis, the employee parking needs of Olive Garden. Olive Garden could,furnisb a highly visible site for a temporary sign advertising Lot 5. Olive Garden Restaurant employees who have used the remote parking area at NCR have experienced property damage on numerous occasions. Also, the current remote parking area is in an isolated area away from activity when the restaurant closes. This creates an unsafe condition for employees going to their cars at night. Providing employee parking on Lot 5 will be safer. A building, when developed, on Lot 5 will have excellent visibility from County Road C and Snelling Avenue. However, the view of a ground sign on the vacant land is disrupted by exis ting developments around Lot 5. We believe a sign on Lot 3 (Olive Garden Restaurant site) will greatly enhance the awareness of the availability of Lot 5. Certainly, the early sale and development of Lot 5 will provide increased tax base for the City and "improve an under~utilized parcel of land.
