This application is submitted on behalf of two <br />adjacent property owners who are cooperating in addressing <br />two issues. In one case, Olive Garden Restaurant (Lot 3) <br />would like to locate employee parking closer to the <br />restaurant than its current remote site. On the other hand, <br />Fine Associates would like to locate a highly visible <br />advertising sign to sell Lot 5. Fine' sLot 5 could serve, <br />on an interim use basis, the employee parking needs of Olive <br />Garden. Olive Garden could,furnisb a highly visible site <br />for a temporary sign advertising Lot 5. <br /> <br />Olive Garden Restaurant employees who have used the remote <br />parking area at NCR have experienced property damage on <br />numerous occasions. Also, the current remote parking area <br />is in an isolated area away from activity when the <br />restaurant closes. This creates an unsafe condition for <br />employees going to their cars at night. Providing employee <br />parking on Lot 5 will be safer. <br /> <br />A building, when developed, on Lot 5 will have excellent <br />visibility from County Road C and Snelling Avenue. However, <br />the view of a ground sign on the vacant land is disrupted by <br />exis ting developments around Lot 5. We believe a sign on <br />Lot 3 (Olive Garden Restaurant site) will greatly enhance <br />the awareness of the availability of Lot 5. Certainly, the <br />early sale and development of Lot 5 will provide increased <br />tax base for the City and "improve an under~utilized parcel <br />of land. <br />
