It would be good for all concerned, <br />however, if an agreement could be reached on this easement before <br />Walgreen's builds. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />Walgreen's has worked in good faith to devise a reasonable <br />development plan for the site. The small size of the site <br />presents a problem in fitting a modern development of reasonable <br />size with adequate parking on the property. The additional <br />right-of-way requirement poses a significant hardship and <br />practical difficulty to developing the property in a reasonable <br />way. The variance is the minimum necessary to overcome the <br />hardship. We recommend approval of the variance. <br />
