It is our standard procedure to collect these charges at the time of recording of a legal document or upon application for a building permit, whichever takes place 'first. These additional charges (see city code ordinances) are collected by the city because the property was not assessed in full at the time of levy or because of the applicant's action which created a situation of utilizing the property to a higher degree that at the time of levy. The charges calculated are normally based on the rate of assessment prevalent at the time they were levied, plus the accrued interest from that time to present, at the rate of interest charged at that time.
