BACKGROUND <br /> <br />Last month, Computer City applied for Special Use Permit for site <br />plan review of their proposed store on County Road B-2 and <br />Snelling. They need a Special Use permi t only because they are <br />requesting variances from the 100' setbacks in the SC Shoppinq <br />Center District. Concerns were expressed about traffic congestion <br />in the area where computer City will take access from the <br />Crossroads Shopping Center parking lot, and also about the <br />appearance of the building. The item was continued until this <br />month's meeting to see if the plan could be revised to address the <br />concerns. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />The SC District has a provision requ1r1ng site plan review of all <br />developments. This is a carryover from the old ordinance where <br />almost all commercial and industrial projects were required to <br />undergo such review in front of the Planning commission and City <br />council. For all other B and I districts, this review has for the <br />most part been replaced by the design standards in the Code which <br />clearly spell out the City's expectations for building materials, <br />landscaping, screening, trash handling, lighting, and other <br />issues. Of course, variances and special uses must still go <br />through the process, but in most other instances, proj ects are <br />simply reviewed by City staff for compliance with the applicable <br />Code standards. If they meet the standards, a building permitcan <br />be issued. <br /> <br />The Computer city project meets or exceeds the following design <br />standards and other Code provisions: <br />
