County Road C-2. <br /> <br />Background: <br /> <br />1. The Farrell's own a home on a deep lot on County Road C-2, <br />adjacent to Ramsey County parkland. The Farrells are <br />proposing to divide the rear of the lot into a separate lot <br />to allow for the development of an additional house. <br /> <br />2 . The Planning commission unanimously recommended approval of <br />John Farrell's request for division of a platted lot at 987 <br />W. County Road C-2 with the following conditions: <br /> <br />1. That parcels A and C on the survey be combined into one <br />new flag lot. <br /> <br />2. That no structure be located without consulting staff in <br />order to preserve the trees and wetlands. <br /> <br />3 . That before any building permits are issued that the <br />Ci ty review the property in detail to insure proper <br />drainage for the property and neighboring parcels. <br /> <br />4. That there be no additional fill on the north 50 feet of <br />the new lot. <br /> <br />3 . The ci ty Council has previously approved the vacation of a <br />portion of Richmond Avenue which abuts this property. The <br />vacated portion of the right-of-way would be used to access <br />this new lot. <br /> <br />Alternatives: <br /> <br />1. Deny the proposed lot division based on the finding that the <br />proposal is not consistent with the City's zoning and <br />subdivision regulations. <br /> <br />2. Approve the requested based on the finding that the proposal <br />would be consistent with the City's zoning and subdivision <br />ordinances and would not be detrimental to the area. <br /> <br />policv Objectives: <br />
