BACKGROUND <br /> <br />The Farrells own a home on a deep lot on County Road C-2 adjacent <br />to the Ramsey County park land. In March of this year the ci ty <br />Council granted their request for the vacation of unbuilt Richmond <br />Street on the east edge of their lot. with this additional 30' of <br />width on their lot they are now requesting a lot di vision to <br />create a flag lot behind their existing home. This was their <br />stated intention at the time of the street vacation request, but <br />they decided to take each request separately. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />The lot di vision request is illustrated on the attached survey. <br />The 30' of vacated right-of-way is used as the access into the <br />flag lot. city standards for flag lots require at least 30" of <br />street frontage. The lot for the <br />existing home meets the lot area, but is slightly narrower than <br />the standard. The width of the lot for the existing home is not <br />changed, only the depth. <br />
