September 21, 1993

Mr. Steve Sarkozy, City Manager
City of Roseville
2660 Civic Center Drive
Roseville, Minnesota 55113

Re: Request for Special Use Permit at 1975 Oakcrest Avenue

Dear Mayor and Council:

Thank you for considering neighbors' concerns regarding this request. I write this letter as it
may not be possible for us to be represented at your meeting on September 27.

Roseville Office Plaza is the three story, class A, multi-tenant office property located directly
across the street from 1975 Oakcrest A venue. We are the corporate headquarters for three
independent national companies' and three local businesses. Our tenants and their clients often
form their perception of Roseville and our businesses from what they see as they approach our
property and what they see from our windows.

Over the last few years, you have made decisions that have guided improvement of our
immediate area. We appreciate the improvement and encourage your support of continuing
upgrade as the area evolves from warehouse/trucking to class A office/retail.

The control over air quality and environmental issues for this project seem dependent on city
code and inspection. Our remaining and still primary concern is the unlimited term of a special
use permit. The upgrades that Interstate and Boyer are proposing are improvements over
existing. However, as Rosedale and its peripherals continue to expand, we do not believe that a
truck repair operation will remain appropriate for this area into the future. The unlimitedness of
a special use permit would only complicate any future desired change.

Our preference would be that you consider a five year interim use permit with a review before
an additional five year permit could be issued. If the proposed upgrades cannot be provided in
five years than a maximum of a ten year interim use permit requiring the proposed upgrades
together with additional street screening would be the maximum of what we would support.

We appreciate your wanting our input and encourage you to continue your concern for our
changing area.

Sincerely,

Randall G. Godeke
Managing Partner

c: PMC

1970 Oakcrest Ave. · Suite 100 · Roseville, MN 55113 . (612) 639-5700
