The City council, at its May 24, 1993 meeting, denied Boyer <br />Ford Trucks request for a special use permit at 1975 Oakcrest <br />Avenue. At the June 14, 1993 meeting, a resolution stating <br />findings of fact to support the denial, was adopted by the <br />city Council. <br /> <br />2. Subsequent to these actions, the applicant appeared before <br />the city Council at a Work Session to discuss what steps they <br />might take to bring the site into compliance with the design <br />standards of the Roseville ci ty code, Chapter 19. The <br />primary issues under consideration included the building <br />materials, landscaping, bituminous surfacing for the parking <br />area and concrete curb and gutter around the drive isles and <br />parking areas. <br /> <br />3. After discussing the issues with the applicant, the Council <br />indicated the importance of the design standards in the <br />City's long range plans and visions for the future. It was <br />acknowledged that bringing existing buildings into compliance <br />immediately could pose a financial hardship on the <br />applicants. Having determined that the site under <br />consideration could be brought into compliance with the <br />design standards, the Council indicated that doing so over a <br />five year time period might be a workable solution for both <br />the City and the property owner. <br /> <br />4. Since that time, the building owners and the applicants have <br />been meeting with City staff to revise their site plans and <br />building elevations as well as work out a schedule for the <br />improvements. They are now proposing to keep the existing <br />face brick on the building and replace the metal panels with <br />stucco. Both materials are recognized in the city's design <br />standards chapter. In addition, they will be blacktopping <br />and adding curb and gutter to the parking areas and <br />landscaping the remainder of the site. They are also <br />proposing a three phase site improvement schedule. <br />
