County Road B <br /> <br />ACTION REQUESTED: <br /> <br />special Use Permit - outside Sales <br /> <br />l. BACKGROUND <br /> <br />Target Roseville is proposing to sell certain seasonal <br />merchandise outside the store. In the fall, this would <br />consist of crates of pumpkins located on the sidewalk right <br />outside the entrance doors. In the spring, the store would <br />set up a free standing canopy hut in the parking lot to sell <br />bedding plants, shrubs, and some bagged products. The hut <br />would be erected in mid-April and remain up through the end <br />of May. As we understand it, these sales huts will become a <br />part of operations at most of the Target facilities. <br /> <br />2 . DevelODment Summary <br /> <br />city code requires the issuance of a special use permit for <br />outside sales. This allows the City to consider any impact <br />such sales may have on the site. Typical reviews focus on <br />traffic circulation, parking, and how merchandise will be <br />displayed. ('5-=-'..", 8. ,~o , ~) . <br /> <br />The existing Target store is 121,380 sq. ft in size. The <br />site provides 689 parking spaces, creating a parking ratio <br />/'_~ of 5.68 spaces per 1000 sq. ft. city code requires 5.0 <br />~..c 8.offD ~\ spaces per 1000 sq. ft. ^ The spring sales hut area will be <br />I ~ approximately 3,000 sq. ft. in size and will sit on about 20 <br />existing parking spaces. Adding this area to the main store <br />building size and subtracting 20 parking spaces from the <br />site still leaves a parking ratio of 5.4 spaces per 1000 sq. <br />ft., still in excess of code requirements. The hut will be <br />located in front of the store, across the drive aisle from <br />Commerce Street. Traffic patterns will not be altered or <br />interrupted. The sales area will be covered with a canopy. <br />The applicant will have pictures of other facilities at the <br />Planning Commission meeting for review. <br /> <br />CONCWSION AND RECOMMENDATION <br /> <br />staff has reviewed the proposed outside sales request and found <br />that it will not alter or affect the site's traffic circulation <br />plan, create a safety problem or reduce parking below city code <br />
