County <br />Road B. <br /> <br />Backaround: <br /> <br />1. city code requires the issuance of a special use permit for <br />outside sales of merchandise (Section 8.190.3). This <br />provides the opportunity for the City to consider any impact <br />such sales may have on a site such as a parking, traffic <br />circulation and how the merchandise will be displayed. <br /> <br />2. Target is proposing to sell certain seasonal merchandise <br />outside the store. In the fall, this would consist of crates <br />of pumpkins located on the sidewalk near the entrance doors. <br />In the spring, the store would set up a free standing canopy <br />hut in the parking lot to sell bedding plants, shrubs, and <br />some bagged products. The hut would be erected mid-April and <br />remain up through the end of May. <br /> <br />3. The existing Target store is 121,380 sq. ft. in size. The <br />site provides 689 parking spaces creating a parking ratio of <br />5.63 spaces per 100 sq. ft. City codes requires 5.0 spaces <br />per 1000 sq. ft. (Section 8.080.4). The spring sales hut <br />area will be approximately 3000 sq. ft. and will sit on about <br />20 existing parking spaces. Adding this area to the main <br />store building size and subtracting 20 parking spaces from <br />the site still leaves a parking ratio of 5.4 spaces per 1000 <br />sq. ft., still in excess of code requirements. The hut will <br />be located in front of the store across the drive aisle from <br />Commerce Street. Traffic patterns will not be altered or <br />interrupted. <br /> <br />4. The Planning commission unanimously recommended approval of <br />the special use permit for outside sales for Target subject <br />to the following conditions: <br /> <br />1. That the outside sales area will not alter or affect the <br />site's traffic circulation plan or create a safety <br />problem. <br /> <br />2. That pedestrian movement on the site and access to the <br />
