BACKGROUND <br /> <br />The Schumachers own Lots 7 and 8, Block 3, Roseville <br />Heights. In 1969, the lots were combined under one parcel <br />identification number. currently a house is situated on Lot <br />8. The Schumachers have applied for a lot division in order <br />to construct a house on Lot 7. The Roseville City Code <br />defines a subdivision as a tract of land to be divided into <br />two or more lots or parcels for the purpose of transfer of <br />ownership or building development (Section 20.020). The <br />code requires the Planning Commission and ci ty Council to <br />consider this request. <br /> <br />2 . Development S111111narv <br /> <br />The lot division request is illustrated on the attached <br />surveys. City practice has been to <br />respect the standards in place at the time of originally platting <br />of an area within the City when considering lot divisions. In <br />this case, both lots would remain essentially the same as at the <br />time of platting. The existing house on Lot 8 meets all setback <br />requirements and no variances would be necessary. Lot 7 can be <br />developed without the need for variances as well. Public Works <br />Department has pointed out that the sanitary sewer runs along <br />Lexington Avenue and the watermain runs along the rear property <br />line. Driveway openings will need a permit from Ramsey County <br />and meet County standards. <br />
