��� ti <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 6/9/2014 <br />Item No.: 7.g <br />Department Approval City Manager Approval <br />���- ��.--��-�- <br />Item Description: Approve a Resolution to Join the Petition for Rice Creek Watershed District to <br />Establish a Phased Basic Water Management Project <br />BACKGROUND <br />In summer of 2013, the cities of New Brighton and St. Anthony petitioned the Rice Creek Watershed <br />District (RCWD) for a Basic Water Management Project to address storm water management and flooding <br />issues within the sub-watersheds of three Ramsey County ditches: Ramsey County Ditch (RCD) 2, RCD 3, <br />and RCD 5. A report was completed by the two cities and submitted to the RCWD, identifying flooding <br />locations following the July, 2011, storm event. On August 19, 2013, the RCWD board received the petition <br />and initiated the development of the Basic Water Management Project, which is broken into four phases: <br />Phase L- Identifying and analyzing current conditions, challenges and opportunities related to storm <br />water management and flood damage within the Cities and making recommendations of actions <br />�� likely to address comprehensive storm water management and flood damage issues within the Cities <br />�� and those downstream areas affected by storm water runoff including Pike and Long Lake; <br />� Phase 2: Developing a regional, comprehensive storm water management and flood damage <br />� reduction plan, to include water quality features, which identifies capital improvements and other <br />� actions to be undertaken by the Cities and the Rice Creek Watershed District; <br />� Phase 3: Developing implementation timelines and priorities, costs allocations and revenue <br />� generation methods for both implementation and long term maintenance of capital improvements <br />�� and water quality features; <br />� Phase 4: Implementing one ar more of the proj ect components identified in Phase 2 as a coordinated <br />� series of capital improvements by the Cities and the Rice Creek Watershed District; <br />z�� City of Roseville staff was invited to informally participate in the phase 1 process, which began in <br />� November, 2013. The phase 1 process consisted of several meetings to discuss goals and obj ectives, identify <br />� problem areas and potential proj ects within RCD 2, RCD 3, and RCD 5 sub-watersheds. RCD 5 is the only <br />�� ditch that falls within the City of Roseville's boundaries, and includes the northwest corner of the City (west <br />� of Fairview Avenue and north of County Road B.) <br />6 A draft Phase 1 Report was completed in March, 2014 that identifies areas within the sub-watershed of <br />� Ramsey County Ditch 5 in the City where project components could be developed and implemented to <br />� provide both local and regional storm water management and flood damage reduction benefit. It also <br />�_ identifies two proj ect components, Mirror Lake (located in St. Anthony) and Hansen Park (located in New <br />r Brighton) as key features in the overall project objectives. These two project components will provide <br />. regional water quality, starm water and flood management benefits, and are ready for immediate <br />_ implementation. RCWD applied for, and was successful in, securing a Targeted Watershed Demonstration <br />�� Grant from the Board of Water and Soil Resources for these improvements. <br />Page 1 of 2 <br />
